Ventura menu bar oddity

Finder windows frequently "pin" themselves into the menubar, making it impossible to move them or close them. Ideas about why this might be happening? It has only begun since I installed Ventura. Is there some system setting I'm overlooking?

I know it makes no sense, which is why I'm wondering if anyone else has seen similar behavior. FWIW, this is a completely clean installation of Ventura (internal drive wiped first, then installed fresh from bootable Ventura installer drive).


Here's a desktop screen shot (the particular menu item was selected at random, but it occurs with all of them). The bizarre phenomenon primarily occurs in Finder. As you can see from the image, opening a Finder menu item obscures the menu bar and it is not possible to move said menu out of the way. This only occurs on the iMac display, not on either of the two external displays (both of which I have been using with this machine for a couple of years without incident).


I have gone through every single item in the System setup and nothing jumps out that might account for such behavior. I suspected some default in the Accessibility section might be responsible, but the settings I find on the iMac are exactly what I have on my MBP and I have never seen this behavior there.


I'd love to hear your thoughts on possible solutions.
