Agreed with dialabrain that it looks like there is another open window that requires attention in the same app, (Finder), before other windows in the app will respond.
If this is the case, you can respond to the prompt, disconnect the connected phone or device, and or relaunch the Finder:

If there isn’t a connected device, the window doesn’t respond when selected, or force quitting doesn’t help, I’d try shutting down your Mac. If able to, hit the Apple menu > Restart and uncheck the option to reopen windows when asked.
Force a shutdown. Press the power button until your iMac shuts off. Wait 10 secs then turn it on again.
Did you click install on the frontmost window?
I tried to, but the window was completely frozen the + and - buttons and the rest werent working
I disconnected my phone, but nothing happened and “not now” and “install” weren’t working
update: while trying to close the windows, like 4 more popped up and im unable to use my computer
