Is apple planning to bring coding apps such as Matlab and python natively to ipad os?
Cloud doesn't work for coding as many solvers and toolboxes can't be installed on cloud itself.

Contributors here are all end-users, just like you. Other than information published by Apple, nobody here has any insight into Apple’s product design decisions or future software development roadmap.
Apple does invite submission of comments and feature requests via its Product Feedback portal. If you would lime to see new features or functionality in a future release of iPadOS, this would be the most appropriate channel through which to make a request:

As far as something like Xcode, this post suggests Swift Playgrounds as the current best alternative.
