After updating to Ventura 13.4 and having the Genius Bar run a full set of diagnostics, I too cannot delete desktop files. The permissions error says I do not nave permissions, so I open the file, unlock and verify I (admin) give read/write permissions to everyone. Still will not move single file to trash. Has anyone else seen this??
I still have 30-40 old unnecessary files on my desktop. HELP please.....

boot into SafeBoot mode and try your luck from there.

Maybe the permissions problem is not with the files you are trying to delete, but with the Desktop itself, or the Trash folder.
If you can post screenshots of the errors you get, we may be able to understand better what the problem is.
You don't have the same problem because the Author hasn't mentioned iCloud Drive. iCloud Drive is a totally different issue. It would be best to start your own topic after reading the following user tip and restating your question/problem in detail:

My docs and desktop are on iCloud.
Ventura 13.4 will not delete desktop files.....
