You might want to search the iPhone App Library in case it was just the Notes app icon that was accidentally deleted from the Home Screen.

If you find the Notes app in the Library, you can add the icon back to the Home Screen. Organize your apps in folders on iPhone - Apple Support tells how

Else you could try RE-downloading the Notes app:

Delete built-in Apple apps from your iPhone, iPad, or Apple Watch - Apple Support

Eg: Above article says:

"Restore a built-in app that you deleted

1. 1. On your iPhone, iPad, or Apple Watch, go to the App Store.
   2. Search for the app. Make sure that you use the exact name of the app.
   3. Tap the Redownload button .
   4. Wait for the app to restore, then open it from your Home Screen".
