How to reinstall music from an iPod to iTunes on Windows 11

I bought a new computer. I installed iTunes. I need to reload all the music I once had in iTunes -- 120 gig (about 15,000 songs) I have this music on an iPod Touch and on a back up drive.

How do I get all my music -- along with the playlists -- back into iTunes?

How do I transfer my iTunes library from one PC to another? I have setup a new PC Windows 11 from W10. I moved all my music over and also the library files. I have no music showing at all in iTunes? Nothing. How can I restore my library? I still have a copy of the old drive with all the files but am stumped as to ho to get my music back in iTunes?? TIA [Re-Titled by Moderator]
