My mom passed away in 2019 and I’m in possession of her cell phone but don’t know her password and need to get into her phone and iCloud account

Transfer Ownership:
See if Apple with fix this to you, being it is a deceased family member's device. You'd transfer ownership of their iPhone to your account. Go Here: How to Request Access to a Deceased Family Member's Apple Account - Apple Supporte
Getting All iCloud Files:
As for files, if her device were synced with iCloud, then you may be able to get it from is iCloud Drive, rather than directly from a device. You'd download it all, and then search through the download using the Search Bar located in the top-right corner of a new Finder window on a Mac.
