At least China version of 13 doesn’t support VoNR of any of the major carriers in China. We do know 13’s hardware is perfectly capable to handle VoNR. The only issue is Apple is either unwilling or has not set VoNR support for Chinese carriers as their current priority, although it’s only as simple as sending a configuration profile.
