Apple trade-in Japan

Apple stores Japan are currently (2023) not selling products to eligible customers tax-free. This is Apple’s decision due to Japan recently fining Apple for a pattern of breaches of its tax rules. Therefore to get tax-free in store (as is normal in Japan for tourists) it’s necessary to go to the Apple department of a third party big electronics retailer. Is the trade-in service available with purchases at these stores? (If not, Apple Japan is inconveniencing customers due to its own

bad acts).
