Apple Mail on my iMac is not downloading IMAP Gmail

If the problem exists across all users/systems it is not an Apple computer issue. Ask your campus IT Support staff what the issue is. Try logging into your email account using the gmail webmail page.

We didn't make any changes recently. Maybe I should go over and ask the Gmail Community. And why the heck is Apple Mail not listed as a topic anywhere?!

Apple Mail is an integral part of the MacOS. You posted in the Ventura Community therefore the version of Mail you are asking about is that integrated with Ventura.

Apple is not here. We are users like you. The Feedback page does not result in any response to those providing feedback. It is the place though to let Apple know of wanted/needed product changes.
