buying used laptop

I am paying someone for their used laptop and they are saying it will cost over $90 to transfer ownership to me and they are asking for my full name to do this...is this true or am I being scammed?

Where are you? Local regs and laws may be in effect.

But, there is no such plan like that through Apple. It sounds like a scam to me. All you need to do after purchase is reinstall the OS (the seller should do this with an Apple procedure) and it's yours.

Know your seller and get a signed receipt.
