Whether intentionally or not, Preview no longer offers an active Export as PDF menu item when you have opened an existing PDF. If you goal is to prevent others from editing your annotations, then you will need to flatten the PDF by using the Print panel > PDF > Save as PDF.

If the file is already PDF, "Export as PDF..." is greyed out - BUT "Export" right beneath it is available, and you can select PDF as the format, and it works. 😎

This is usually the result of installing 3rd party PDF tools. They disable the free, built-in functionality so that you can pay them for it instead.
Are you saying "Export…" is grayed out from the File menu? If so, from what app and what kind of file is it?

Is that just for certain PDFs? Because "Export…" is not disabled with my Monterey install. I haven't checked others.
Your Export as PDF… menu item is grayed out, not Export…
Yes, I understood that. However, in responding to the OP, it's certainly possible to export a file as a PDF, or using "Save As…" for that matter.
