Why is the oxygen measurement app not available for people under the age of 18? Is it not safe?

This blood oxygen feature is why I upgraded to a new Apple Watch today. This was an advertised feature. What can I do to get this feature? I just bought a new Apple Watch for the advertised blood oxygen feature and now I’m being told it’s not an option. What can I do??

When will Apple Watch be able to monitor blood pressure and oxygen? When will the Apple Watch be able to monitor blood pressure and blood oxygen? I have a device which cost under $30 which is able to monitor blood pressure & blood oxygen which is fair close to my readings. It would seem with all of Apples technology it could monitor blood pressure & blood oxygen levels. [Re-Titled by Moderator]

As no one here on this user to user only forum works for Apple and all Apple says is it is not available for people under the age of 18, we'd just be guessing. If I were to guess, it would likely have to do with FDA regulations for people below the age of 18. Again, it's just a guess on my part.
