Could be any one of a number of reasons, what is working, and what is not.
We do not know what you have checked or tried, or which iPad model are you using, in order to pinpoint the cause:

If you want, you can check if FaceTime is working after you try one, before moving down the list.
Have you tried:
* restarting your iPad: Restart your iPad - Apple Support (deletes temporary files and often restores order)
* ensuring a strong wi-fi connection. Connect to Wi-Fi on your iPhone, iPad, or iPod touch - Apple Support
