Because your carrier hasn’t provisioned cellular roaming on your account. Other network options are also set by your carrier; normally on an iPhone 13 series you have only 3:
- 5G Auto
- 5G ON
- LTE
You might also have 5G standalone if your carrier’s network has not been converted to 5G Everywhere yet.
