My Blue Tooth on my iPhone 11 IOS 16.4 in 06/11/2023 keeps turning on without any help from me. I feel like my security is compromised and want to stop this from happening again.

If this is happening by shutting it off in the Control Center, then try shutting it off in Settings > Bluetooth instead.

Thanks Jim. OK, I realised I don't restart my computers all that often and it's NOT the restart that does it but the restart after any System update (Mac or Phone). I just tested this by updating 2 of my devices.
So Apple just turns Bluetooth back on regardless of how it was set before the update. This is still a security flaw as Bluetooth is opened up without the knowledge of the user. At the very least there should be a notification asking whether you want it turned on again.
This happens on my phones, MacBooks and Mac Studio and your solution doesn't work.
Every time I restart one of my Mac devices (iphone, ipad, MacBook, Mac Studio) the Bluetooth turns itself on again. I use no bluetooth devices so this is incredibly frustrating.
Any other ideas on how to stop Bluetooth starting up by itself (which is a MAJOR SECURITY FLAW) on ALL my Apple devices would be much appreciated.
On your MacBook and Mac Studio, are you shutting Bluetooth off at: > System Settings > Bluetooth?
I just checked on my MacBookPro using Ventura 13.5.2 and shutting Bluetooth off in Settings keeps it off after restart.
