Macbook m1 max and M2 pro video playback issue

I am experiencing this problem on both of my M1 Max and M2 Pro 16GB (16-inch) MacBooks, both running macOS Ventura 13.4 (Build 22F66).

The issue I'm facing is that regardless of where or how I play a video, the image freezes while the audio continues playing. To synchronize the audio and image, I have to repeatedly pause and play the video and hope for the best.

Sometimes, video playback works fine without any issues, performing as expected on a high-end laptop like these $3K machines. However, there are other times when video playback is extremely problematic. It becomes nearly impossible to do my job properly because pausing the playback requires repeatedly hitting play and pause for at least 5-10 seconds.

This problem occurs with offline videos of any format and any video player I have tried, including Elmedia, QuickTime, and numerous other apps. The same issue arises when playing videos on online platforms such as YouTube, Twitter, or any other online video platform.

Therefore, the problem is not specific to my browser or a particular app.

Interestingly, when I booted my old Intel MacBook from 2017 (15-inch) and restored my Time Machine backup from my M1 Max to it, video playback works flawlessly without any issues.

I tried playing the video on the laptop screen, and external display via thunderbolt cable and HDMI, it's still the same.

My external screen is 75hz if it matters.

In terms of video playback, my 6-year-old Intel MacBook outperforms my M1 Max and M2 Pro Macs significantly.
