My iPhone remote control works fine on our 4K apple TV but does not with our 3d generation. It shows up on the iPhone remote menu, but I get a spinning circle when I select it.
Is it supposed to work?

If you really have the 3rd Gen Apple TV, it should work. See the troubleshooting steps at the end of this article:

You may want to doublecheck which one you have:

It also appears as if your version of tvOS is woefully out of date.
I was able to make it work finally. The difference was a new modem. I can't explain why that would matter, but it did. So, yes, an A1469 works with the iPhone remote. (Interestingly, the iPhone remote, like the aluminum remote, lacks an "all off" button.)
It has been my experience that Apple devices are very sensitive to modems, especially if the firmware is not updated or is not quite as expected. Don't know why, either.

I am in a foreign country on vacation, and the technology is not what we have in the US. I was having trouble with my existing modem, so I got a new one.
