Apple care eligiblility
My current iPhone has apple care but I want to buy a new iPhone from eBay refurbished, and I want to make sure I can add my apple care plan to that phone, or an apple care plan in general.

Your current iPhone is irrelevant. AppleCare is associated with a device, not a person.
If the eBay iPhone is truly “new”, it may be eligible for AppleCare (though I suspect it will not be eligible). See this article.
