Phone camera flash.
Why doesn’t the flash on my camera actually perform the one simple function of actually flashing even though it is clearly marked as on in my camera app that came with my phone?!

Is the LED not working at all, or is it just the flash function in the camera that's not working? For example if you use the Flashlight function, does the LED turn on with that?
Turn the flashlight on or off on your iPhone
If the LED is working and the issue is just with the flash function in the camera, make sure you don't have Night Mode turned on in the camera. If this is on, it will override whatever flash setting you currently have. The Night Mode icon 
will be on the right side of the flash icon at the top of the camera app. Make sure it is white with a line through it which will indicate it is turned off.
