iphone 11 will not respond to touch and when you try to unlock it, it wants the password. But the screen won't respond

iphone 11 unusable, please help! While driving, with Driving Focus on, and connected via uConnect to my Jeep, my boyfriend said either "hey Siri, shut off my phone" or “Hey Siri, shut down my phone.” He wanted to restart his phone (don’t ask me why 🤦🏻‍♀️) while driving. Siri responded via the car audio “Are you sure you want to shut down [or shut off, whatever phrasing he said earlier]”, and he said yes.

Whatever he asked for made his phone impossible to unlock, and the screen is not responsive.

• Hard reset has been tried multiple times and does not work.
• We tried plugging into a computer to use iTunes, and and the phone says "unlock iphone to use accessories." We can’t unlock the phone via Face ID and the screen does not recognize touch to enter the passcode.
• We tried asking Siri, by activating via the side button, but it pops up the passcode screen. Again, the screen does not recognize touch to enter the passcode.

up to date OS (can't check the version because I am locked out, but it has automatic updates turned on.)
