I bought a new iphone and transfer a notes data from my old iphone to my new iphone
now i have the locked notes in my icloud and on my phone
the notes have a password and i don’t remember the password
i tried to reset and change my password in settings but it doesn’t work
the hint of password in on my phone side is Passcode but i enter the iphone passcode and it doesn’t work

You can't reset the password for encrypted notes. You can change it, but that will only affect future notes, not existing notes.
