Apple ID account cannot be transferred to Apple Cash. Two separate companies. Apple Cash is Green dot Bank and Apple ID account is, obviously, Apple. Funds can’t be transferred that way.

I tried speaking with Apple Support again, on the 1300 number for Australia, is $600 that I lose because Apple have some kind of policy that distinguishes between Apple ID credit, Apple Cash and Apple Pay.
Feedback providing is that Apple better distinguish these features on future iOS revisions for their Apple iPhone.
My delay to your answer Jeff is due that I turned notifications off since was getting so many from this forum because of this issue.

Did you talk to Apple Support and request a refund, as I suggested in several of my posts above?

Generally, the funds can be refunded/transferred back to original funding source. In other words if funds originally came from a gift card, funds go back to the gift card. If funds originally came from a debit card or bank account, funds are returned to the account. What cannot be done is refund/transfer funds from a gift card to a bank account.
The issue comes on gift cards if you spent some of the gift funds and just want to transfer/refund a partial amount.
Please call 1-800-MY-APPLE to start the process. Funds are usually available in 48 to 72 hours.
Exactly my situation as below and they refused doing refund then deleted my post on this forum ‘respectfully’ expressing my dissatisfaction.
I am sure they can be investigated for unlawful practice with having done that.
I’m in Australia so cannot call the 1800 number for this issue.
I lose a lot of money because of them not doing a refund and it isn’t any different to what has been said here.

Sorry for your experience. I’m not familiar with Australian laws and regulations, so a refund of this nature has to comply with local and regional laws and regulations. The area of concern falls under anti money laundering laws, specifically Anti-Money Laundering and Counter-Terrorism Financing Act 2006 and other financial regulation. Many times these laws do not permit the customer experience Apple would like to provide.
