Sorry you don't have enough storage, your currently at 122.5 add that to the required 5.83 and it over your 128 GB. Delete of offload data off your ipad.

iPasOS 16.1, released by Apple on October 24, 2022, has long been out of date and impossible to install.
Delete it and update to the current iPadOS version.
