Selecting Chrome window hides dock

I often have multiple windows open on my desktop with none running in full screen when I work, one of which is usually a Google Chrome window. I have "automatically hide and show the dock" in settings deselected because I prefer to work that way, so the dock is supposed to be persistent and always at the bottom of the screen, unless I am viewing a fullscreen application. Recently (within the last 3 months) an issue has developed where going from another application's window to a Google Chrome window makes my dock auto-hide itself, and it's becoming very frustrating since I haven't been able to find a fix.

Right-clicking on the dock and selecting "turn hiding off" fixes the issue until I select a different window on my desktop and then go back to a Chrome window, as the dock just autohides itself again. Command-option-D is also a temporary fix since the hiding just gets re-enabled when I inevitably reselect a Chrome window a couple minutes after.

This is an especially strange issue to me because, throughout this constant disappearance and reappearance of the dock, the actual "automatically hide and show the dock" option in the settings app remains deselected.

To be clear, this is an issue where the dock goes into auto-hiding mode (it is still accessible if I hover my mouse near the bottom of the screen) that is triggered whenever I have been viewing a window on my desktop and switch to a Google Chrome window that is not in fullscreen. My computer settings do not reflect this auto-hiding behavior and keyboard shortcuts only fix the issue in that moment.

Any help or input is appreciated!

I am running Sonoma and I have this issue. I cannot keep the dock in place even when autohide is unchecked.

Very irritating.
