It’s possible the bank that issued the Mastercard does not work with Apple Pay. Please check this list,

Apple Pay participating banks in Canada, Latin America, and the United States - Apple Support

If your bank supports Apple Pay please follow the step in this support article on adding cards to Apple Wallet.
