Ive tried all the suggestins on Adjust the screen brightness and color on iPhone - Apple Support
but the brightness wont go up.
Ive even reset the phone entirely and still it has not resolved the issue.
Im taking it to a service center, but the screen CAN be bright as when the phone restarts the Apple logo is temporarily bright.
Please help.

What happens when you take a screenshot? eMail yourself the screenshot, and them open it on a device that does not have this issue. If it shows in the screenshot, then it is an iOS issue.
