Will not connect to phone after putting in Apple ID and password kf previous user says it’s wrong

Please see Apple's advice about buying and selling, in What to do before you sell, give away, or trade in your Apple Watch, or buy one from someone else - Apple Support
Note the directions about how to remove a watch from Apple ID and Find My. If the previous owner can't do this then you can never setup the watch onto *your* apple ID, and it is useless to you. If this happens you should return it and get a refund.
