"Apple Watch Faces" does not appear under iPhone Location Services

"Apple Watch Faces" does not appear under iPhone Location Services. The Solar Dial face shows incorrect day/night visualization. But I cannot find Apple Watch Faces under location Services, so I cannot enable it. This is frustrating.
