Unfortunately, highlight and color notes are not possible within the Notes app. You can always leave feedback and hope Apple adds it within a future update - Feedback - Notes - Apple. Apple has really updated the Notes app recently, with more features coming in iOS 17. It is promising that this will one day be added.
