I can't hear an outgoing ring when I call my mom, but she hears the ring and picks up. I don't know how long to stay on the line and let it ring. I checked the other settings like accessiblity and do not disturb.

When you call out, then the ringing that you hear, until the recipient answers, is managed by your carrier. I recommend that you contact your carrier and ask them whether your account is setup properly so that you can hear the ringing notification when you call out.
