Multiple Credit cards from Different Countries on Apple Pay
I have my apple account set to the Canada region. I have my Canadian credit card added to apple pay. Can I also add my French (France) credit card added to apple pay as well??

In my personal experience, it is not possible... any longer!
It used to be possible 2 + years ago...
I had a French credit card from a supported bank (LCL) and credit/debit cards from a US issuer (BoFA), and all of them were registered in Apple Pay until Apple decided that the issuer country has to match your country/region in your Apple ID. You can switch Apple ID between countries/regions only as long as you have no subscription in that given region/country. So if you have a subscription with Music, Hulu, Disney, Netflix, Apple TV +, the Match music service, etc in a given country, forget it, you are stuck in that region, and will not be able to register a card from a supported issuer from another country.
Hopefully, Apple will one day address that for international customers.

That will be up to the bank that issued the French credit cards. Some banks may not allow the card to be added if you’re not in a particular country or region. This is to help prevent fraud.
There’s two ways to find out, try adding the card, or contacting the bank and see if they support Apple Pay.
Does your France credit card support foreign transactions? If so, there should be no issue unless they don’t support Apple Pay. You can also review this list of banks and financial institutions that support Apple Pay.

Without a solid basis to say so, “I suspect not.”
(Only because Apple is otherwise pretty consistent about payment methods needing to match AppleID regions)

The worst that can happen is that the registration is rejected.
Do ensure that your French bank supports ApplePay.

I agree 100% this is very inconvenient for me, I feel Apple does not acknowledge people who travel a lot which reminds me of the esim only options in America and it’s so hard to find ‘sim-ed’ listings on eBay and Amazon.
This is entirely a bank policy and an attempt to reduce fraudulent use of credit cards with Apple Pay, Google Pay, Samsung Pay etc. Someone in China (or obviously any country) buys your personal information and credit card information on the Dark Web and tries to add it to an Apple device. This was likely approved by the bank and the Payment Network Operator (Visa, Mastercard etc.) seven or eight years ago. Today, the banks and PNO are wiser to the fraudulent attacks on Apple Pay.
Banks are now also restricting cards be added in some/all regions in an attempt to limit fraud.
I think the worst thing is if the banks policy determines that it is potentially fraud or nefarious activity and suspends the use of your card. That is actually my main concern.
