First, please check your settings. Same Apple ID signed in on both devices, and iCloud Photos slider enabled for both devices: Sign in to iCloud on all your devices - Apple Support

If you still have issues, it might be that you are out of iCloud storage: Manage your iCloud storage - Apple Support
"If you run out of iCloud storage, your device won’t back up to iCloud, new photos and videos won't upload to iCloud Photos, and iCloud Drive, other iCloud apps, and messages won't stay up to date across your devices. And you also won't be able to send or receive emails with your iCloud email address."
Make more or purchase storage, and your items should start syncing again after a little bit of time and the storage space updates through all the systems: Upgrade to iCloud+ - Apple Support
