Does anyone know how to find out who’s hacking my iPhone?

For the love of God, does anyone know how to find out who’s hacking my phone and how the **** you get them out of it? Any and all information about the jerk that is doing this

Sounds like you fell victim to a phishing attack and gave a scammer the credentials for your account or the card number allowing them to steal your money.

This has nothing to do with your phone.

If your accounts keep getting taken over, you need to secure the accounts with strong passwords and 2 factor authentication wherever possible and don’t fall for scam messages and emails that direct you to bogus login pages where your credentials can be stolen.

Hacking is a civil or criminal matter in many jurisdictions, so you will want to discuss this with counsel or with police.

For what Apple suggests for securing your device, see: Personal Safety User Guide - Apple Support

Probably run Safety Check discussed there, too.

What makes you suspect it has been hacked?

So, what to do...

Resetting to Factory Settings:

If you are so concerned, then reset you iPhone to factory settings, as if you were to sell it. Go here: What to do Before you Sell, Give Away, or Trade in your iPhone, iPad, or iPod touch - Apple Support. Perform as instructed there, including the backup creation and iCloud logout.

I honestly don’t know what jailbreak means. I hope I didn’t do it. It sounds bad and I think my phone is compromised because my accounts keep getting taken over and password changed and I called his check the balance on a visa prepaid gift card as soon as I did to the service, emptied it through various, google websites, or Google fees or what have you and it definitely was not me
