Bluetooth Can't Be Turned Off.

Guys, I bought a Mac Mini about 2 months ago, and when I got it, I tried turning off the Bluetooth since I don't use it, but it didn't let me, It gave me a prompt that I've attached, but I ignored it, but yesterday, I had to use it for something, so I tried connecting it to my iPhone, but it doesn't pair, It says Pairing Unsuccessful, so I checked the Bluetooth status from the menu bar, It shows there that Discoverable Mode is Off, does anybody have any idea how do I turn it on? also, It says Discoverable is Off but my iPhone still detects it, but doesn't connect, but, My Mac doesn't detect my iPhone, I've tried resetting the Bluetooth Module, I tried deleting the Plist file, I tried creating another user, I tried booting into Safe Mode, nothing helped, please help.

Not really, nobody has told me why can't I turn off the bluetooth, they're just keep repeating the same thing "if you have any bluetooth mouse or keyboard"

I have told you several times. You cannot turn off Bluetooth unless your Mac detects that you have a keyboard and mouse connected. However you have your keyboard and mouse connected is not being detected by your Mac as having a keyboard and mouse connected. A surefire way to make sure it knows they are connected is to physically connect your keyboard and mouse to your Mac with their USB cables. Once done and you have turned off Bluetooth, you can connect them how you have it set up, now.

What does usb receiver has to do with Bluetooth not turning off? and I've also tried removing the receiver and connect a wired mouse, It still didn't let me turn off the bluetooth.

You must have a wired usb keyboard and a wired USB mouse directly connected to the Mac in order for it to allow you to disable Bluetooth. As it stated, you would not be able to control your Mac without having Bluetooth on unless you actually have a keyboard AND mouse directly connected to the Mac.

If you connect both a Mouse and Keyboard to the USB ports on your Mac, you should be able to disable Bluetooth. If not, I don't know what other requirements there are.

But my Mac at least should detect my iPhone, it doesn't.
I also can't turn it off, I don't even have any devices connected to bluetooth, so

"Detect" how, exactly? What are you trying to do with your iPhone and your Mac? If you can clarify that, we may be able to give you the right answers.

There are many things you can do from your Mac - e.g. annotate a Mac screenshot using your iPhone, scan a document into Notes, take a photo and insert it directly into a Pages document, and so much more.

All that is required for this to work:

your mac and iPhone should both be connected to the same Wifi network, and both have Bluetooth turned on;

they should both be logged in to iCloud with the same Apple id.

No Bluetooth pairing required, or even possible, as others have said.

Are you trolling or what? It's a wireless mouse that comes with a USB connector, and I said, I tried removing it and connected a wired mouse, it still didn't let me turn off the Bluetooth.

If you have a USB keyboard connected directly to a port on your Mac, and you have a USB mouse connected directly to a port on your Mac, at the same time, no hubs, no dongles, then there is some other restriction that won't allow you to turn off Bluetooth or your Mac doesn't recognize them as being sufficient to control your Mac.

IMHO - There has been sufficient advise offered, from at least 4 -5 different Contributors, for the User ( you ) to make an informed and educated choice what remedial actions are  required for this computer.

The suggestions have been put forth on a volunteer basis, in good faith and in the best interests of the computer.
