My Photo Stream is a service that allowed photos taken on one device to be accessed on other devices logged in with the same Apple ID. It was the pre-cursor to iCloud Photo Library.
You can check the Photos app on your devices, and look for a "My Photo Stream" album. If you find no album, by that name, you are not using the Photo Stream. But if you got the email, at least one device logged in with your Apple ID is using the service.
