You make an appointment at the Genius Bar of your local Apple Store and get the phone replaced.

Liquid damage is not repairable.

And by the way, rice will do more harm than good.

Get the phone out of the rice. Tiny rice particles get into the ports and speaker openings, expand and gum everything up.
