Catalina supports Pages v10.2 thru 11.1. If your Pages version is older than that it won't work. Pages '09 or earlier is a 32-bit application and not supported at all on Catalina.
To get Pages v11.1, launch the Mac App Store and sign in with the same Apple ID as you used previously to install Pages. Press cmd+0 (zero) and if you see a blue download symbol adjacent to the Pages entry:
Click that and a dialog will appear offering to install the last compatible version of Pages for Catalina.
The preceding won't work if you took delivery of a Mac where Pages was already installed by Apple.
