Final Cut Pro file are unable to open from a cloud based platform, including Apple's own iCloud. This is not true of files created in Adobe Premiere or other video software files. Does anyone know the reasoning behind this FCP limitation?

What file are you talking about? The FCP Library bundle? It's designed to contain the media for your production in a single container. Multiple streams of 4K video with effects processing is just not going to be possible over the internet.
We know that. It is a good thing. As Tom said, cloud storage is absolute NOT adequate for something that requires fast throughput like video.
You'd probably be here asking why your project was showing the beachball all the time...
Think about it: have you ever tried working on a project in 4K with a USB2 drive? Now cloud storage is typically much slower than that....
My internet connection is quite fast so I don't see the lag. FCP bundle files run now in dropbox, google drive, and one drive. But future versions of these cloud storage applications will be delegated to run through Apple's File provider API. https://help.dropbox.com/installs/macos-support-for-expected-changes
I mean: try to open a FCP bundle file(xxxx.fcpbundle) on your iCloud Drive or in new version of Dropbox. You will see this dialogue box.
