Hacked changed security questions

I haven't been an Apple user for a long time (15+ years since my early 2000s iTunes account, no apple devices in the household). I got emails that my apple id account has 2FA turned on, an iPhone 7 was activated, then 2FA turned off, etc. I go to reset my password which was successful, but now all my security questions are in Chinese characters. The account does still have my full name and email address attached so I suspect it is my old account. As of right now I can't login to my account without answering the Chinese character questions and I can't do any further account recovery actions.

Is there any way to recover this account so I can lock it down? Alternatively, I'd be perfectly happy to delete it. As of right now I'd prefer not to just let it be compromised since I'd prefer to have the option to use an Apple product some day in the future.

Thanks
