Apple icloud email hacked secret questions turned into chinese

I have an iCloud email account without 2-factor verification, and the hacker must have mistaken for an Apple ID, but they managed to change the secret questions and my date of birth.

I've regained control but am locked in a catch-22 trying to change the secret questions to turn on two-factor verification because iforgot.apple.com asks me to answer one of my old secret questions, but I can't; they have been changed.

Two factor verification account and secondary authentication account ( in which three answers for respective questions , date of birth , rescue mail address and its password ) can't be created simultaneously for an Apple ID address , if Apple ID is signed in Mac system preferences , convert the secondary authentication into 2FA Two-factor authentication for Apple ID - Apple Support
