The easiest method to exchange files between your iPad and Windows PC would be to install iCloud for Windows (recommended) and/or iTunes for Windows. You can install and use both on the PC - as they will happily coexist - and provide considerable flexibility in how you move/share/transfer/manage data, photos and other documents between iPad and Apple devices.

Instead of attempting to convert Microsoft Word files to Notes - and in so doing losing all the flexibility and rich formatting of the original document - why not simply import the Word document directly Apple Pages?
The Pages App provides most (if not all) of the same capabilities and features - and is free to download and use with all of your Apple devices:

I understand how Pages would be helpful. But the Word docs I seek to convert or send to IPad Notes are docs I've previously prepared over many years in Word and do not want to re-write them. Going forward I could use Pages, but not for making existing files readily available on my IPad.
Thank you, though!
I don’t understand your statement concerning conversion or re-writing your documents. When opened in Pages, your existing Word documents will essentially be identical in format and appearance. By contrast, attempting to transfer/import Word documents to Notes does not benefit from preserving format and content.
if it was me then I would use a computer and copy it to notes in www.icloud.com then it should sync to the ipads notes app automatically
I sent the document to icloud, after converting it to .rtf from .docx, but I was unable to figure out how to file it in Notes. Pls help.
My Word docs are on a PC. How do I get them to Pages?
