Then she needs to set it up from scratch using her own Apple ID.

Data stored in iCloud is tied to that iCloud account.
You should NEVER have been sharing an Apple ID to begin with.
If the photos are stored in your iCloud account, you can share them with her.
Separating the data stored by multiple users in a single iCloud account is a nightmare. There is no easy fix for this.
