I can select photos in my libraries and share them with message.
I 'ran 'repair' on the library.
I can load items on my iPhone.
I updated iCloud.
macOS is Ventura 13.4.1
My daughter has the same MacBook and hers works fine.

This fixed it...
1. Quit Messages.
2. Open up Photos.
3. Under the Photos menu, go to the Settings.
4. Under General click on the button that says Use as System Photos Library.
5. Close the Photos Settings.
6. Open Messages and try to add a Photo using the Photos icon.

Copy a photo to say the downloads folder and try and add from there. If that works, you know you very likely have a problem with your photo library.
The error message in fact alludes to that.
When I click on the 'A' icon (App Store) to the left of the message window I don't have the option to select from other folders.

I also tried another Photo Library I have on the Mac. Same message
