Netflix is not an Apple service and is no longer charged through Apple.
If you have an issue with Netflix, you will need to resolve it with them.
If the payment method you used failed or was declined, you will need to add a new one or verify the existing one still works.
You will also need to sign up to Netflix directly with them now. Once the subscription running through Apple ends for any reason, it can not be activated again through Apple.

Regarding the type that I made bold, are you telling us that Netflix told you that your attempt to subscribe failed? Who did you purchase the subscription through? Did you go through Apple or Netflix?
