why is settings always on my screen time?

lately, my iphone 11 screen time shows that settings is my most used app. its been shown that it runs at least 20+ hours a day when i don’t even use it or i’ve killed it. i don’t know if this is an actual issue or what, but it’s bothering me. i restarted and force restarted my iphone and yet its still there. also whenever i check battery, it says that my settings has been on screen for only 8mins and drained at least 1% of my battery. any information could be helpful so i can figure out if this is a major issue. thank you.
