She has a Mac laptop, but I don't think she's ever bothered to sign in to Apple. If she signs up and logs on, will she be able to find her iPhone?

Only if she is signed in to an Apple ID that she knows on the phone. But when you set up an iPhone or a Mac it practically forces you to either create or sign into an Apple ID.
If she doesn’t have an Apple ID (which is very unlikely) there is no way to find the phone.
She should contact Apple’s Account Security Team→Apple ID: Contacting Apple for help with Apple ID account security
Thanks! She has an Apple ID, it turns out, but can’t log in because the password in her Mac keychain is outdated, and the only way to get a new password is to reply to a text to her lost cellphone.
