I had been swimming for around 10 minutes and made sure to have water lock on and turned it off after I finished but my watch starting being weird and randomly calling emergency services without me knowing even if the watch wasn’t on my wrist. I powered it off and on again but it didn’t help so I tried to hard reset it and now it won’t turn on. I put it on the charger and now the Apple logo just appears and disappears. Additionally the watch gets hot while charging. please help I don’t know what to do anymore.

Sounds like it is water damaged and will need replacing with a new one.

So-called water lock does not waterproof the Watch, it simply disables the touch screen. Turning it off expells water from the speaker.

Water resistance is "always-on" but reduces with time and is not guaranteed
