2FA defeats the purpose of locating my device

Isn't the 2FA defeating the purpose of locating my device especially when its lost?

What if I'm trying to login to my apple account to locate my lost/ stolen phone using pc or laptop for the first time, can I still locate it and not pop the 2FA code? Because the one who stole it might press "Not Allow" or something on the phone and it will disable finding my device.

You don't need a two-factor code if you use any internet browser and log into www.icloud.com/find

Note that the address must include the "/find" as shown above.
