Apple TV Subtitles will NOT turn off.

Looks like there are a couple of options. One under General for automatic subtitles and another under accessibility. Setting these both "off" has no effect. Apple TV insists on showing subtitles...

So I guess my question is WTF?

It’s an Apple TV 4th gen.

So it looks like the General and Accessibility options have no sway over the subtitles - but the Play/Pause menu does :-)

Solution for turning off subtitles seems to be: press ‘pause,’ swipe down to show audio / subtitle options within a specific video and turn subtitles ‘Off.’

  1. The options in Settings apply to new videos/apps from that moment on.
  2. For turning subtitles or captions on|off in the current video, use the options as presented during a pause. Change subtitles or languages for videos in the Apple TV app or iTunes Store - Apple Support
